VICT Webb Dock project delivered on budget and five months ahead of schedule

BMD Constructions has helped to deliver the world’s most technologically advanced container terminal alongside client, Victoria International Container Terminal Ltd (VICT) and designer, AECOM. BMD Constructions was engaged by VICT to carry out the infrastructure base build construction works at the container terminal at Webb Dock. The $200 million project was completed on budget and five months ahead of schedule due to innovations implemented throughout the project, a culture which encouraged agile, flexible and responsive behaviour, maintaining consistent and transparent communication with the client, and by implementing continual changes to the program, each of which added functionality or reduced the project’s time or cost. The project was also completed 1.8 million man hours lost time injury free, illustrating the project’s strong safety culture and the level of commitment BMD invested into training staff. BMD contributed to the project’s achievement of maintaining an Infrastructure Sustainability Council of Australia (ISCA) rating of ‘Leading’, which is the highest rating category a project can achieve in the infrastructure sustainability scheme. This outstanding achievement demonstrates what can be accomplished when a project embraces sustainability in their design process. Innovation, particularly in design, was key throughout the project with BMD implementing a number of efficiencies during construction. One such innovation was the number of different ground improvement options that were implemented to mitigate the need to excavate and replace with imported materials. Through a collaborative value management process, the team significantly minimised the amount of earthworks required and reduced the period of high impact works from months to weeks. The project’s ability to manage change provided time, cost, quality and functionality best for project outcomes without compromising on safety or program timeframes. The project delivered these exceptional outcomes by maintaining transparent communication with the client, allowing them to bring in key project componentry earlier than expected. The container terminal area covers over 34 hectares, and the gate control area, once fully operational, will be able to handle 1 million standard containers annually.
